Why the months before matter

A baby's neural tube closes in the first four weeks, frequently before a woman knows she is pregnant. Folate stores, iron levels, thyroid function and blood sugar at the moment of conception all influence that early development, and none of them can be corrected retrospectively.

That is the whole argument for preconception care. It is not about trying harder to conceive, it is about arriving at conception in the condition you would want to be in, with the deficiencies already corrected and the habits already changed.
